I don't know exactly for what reasons, but when I tested one Shortcut ChatGPT for Siri, I found that iPhone not responding to Hey Siri. Voice commands with “Hey Siri” were ignored, as if the iPhone didn't even hear the voice assistant Apple.
When Siri it doesn't respond when you want to give it voice commands, the causes can be multiple. First of all, you have to check if not Siri is disabled in the iOS settings, or if Siri is set to answer you even when the iPhone is on Silent Mode.
