Finally, 2FA backup codes are safe. Google Authenticator with 2FA synchronization in Google Account, is perhaps the most important update brought by Google to an application this year.
As Apple, Google has always emphasized security and insisted that for all accounts that use services such as: Google Ads, Google Merchant and others, to be used two-factor authentication. The problem was always the application Google Authenticator, made available by Google itself. Application that generates authentication tokens, but which did not allow a backup of the codes 2FA.
Personally, I preferred the application 2FA Authenticator (2FAS) instead of Google Authenticator, precisely for the backup support in iCloud of the codes 2FA.
Fortunately, after many years and many codes 2FA lost, Google came with an important update of the application Google Authenticator. Credential synchronization support 2FA in Google Account.

Cloud syncing: Your Authenticator codes can now be synced to your Google Account and across your devices, so you can always access them even if you lose your phone.
It still remains an inconvenience for iPhone and iPad users. Google Authenticator synchronize the codes 2FA in cloudGoogle, so to start the synchronization, you must log in to your Google account. With the 2FAS application, things are much simpler. If you download the 2FAS application on an iPhone or iPad, it will synchronize the 2FA codes from iCloud, without the need for user intervention.

It's a very important update anyway. I know people who lost access to various accounts because they lost their phone or reinstalled the operating system, forgetting to export the 2FA credentials from Google Authenticator.
